So there will only be humans in order to hold up why pepple are so afraid of the new vampire-like creatures (they'll be dubbed "blight-born" in the RP). 

But the humans will be able to use magic of various types and the higher status in society you are, the more resources there are available to study and learn how to control the magic. 

Each kingdom will have specialties in certain types of magic as well.
