Stat Creation:

All stats begin at the default score of 2, or whatever the default stat for your race is, which is the same as 2+your racial bonus.
Add 1 to all stats, except in cases of racial penalties, to reflect your education. (Even for Wookies). 
You now have an additional +7 points to distribute among your stats.
