My question with this is: Why was she not moved back to Palaven when she was old enough to make the trip?

Biotics don't actually manifest for the first few years of life, so there would likely be easily enough time to take her back there and keep an eye on her just in case she became biotic, rather than exposing a potentially normal Turian girl to the Cabal from day one, especially as any Cabal groups on the Citadel are likely ever changing and only there for a mission.
