Even if it's easier, it doesn't mean it's not going to be unnecessarily hard to do so.

I'm not saying it should be [i]easy[/i] to avoid, but I think that there should at the very least be a decent charge time to lightning spells. Taking into consideration how much damage they do, and the fact that these bolts are still going to be moving at significantly fast speeds - especially if it's bullet speed.
