The point is that the Dark Heresy rules are terrible since the more experienced, and thus supposedly less-likely to unleash demonic hordes, psykers are the ones who are more likely to cause everything to go to hell. Everyone has basically the same chance in the other ruleset, but at least the more experienced psykers can be more powerful than someone only just learning to use their abilities [i]without[/i] causing demonic incursions.
