Whenever an attack says "takes one post to charge", it generally means that it would require one full post of charging before being released in the following post. So two total posts dedicated to the attack.

Anyone who claims that they can charge and then release a charged attack in the same post is full of it. The very definition of charging an attack is to take more time preparing it so it will have a greater effect.
