First and foremost, I am rather unfamiliar with the tier list that people refer to. xD So I am not sure what tier level I would actually fall under...you may have to be the judge and tell me yourselves. xP Or...you can link me to someplace where these are more clearly explained. I see some that use just three main tiers, but I also hear of a 10-tier system as well...? I'm not really sure.

The reason for this being non-human is mostly because the character involved...prefers to fight a variety of different species. It is rare for him to ever bring himself to fight humans, no matter how tough they may be. At least without some kind of extra buff to them, like if they were using a cybernetic enhancement suit or something of the sort...something to make them physically tougher that what most humans are capable of.

Anyway, here is my information:

However, he will often wear tan traveling pants that reach down to his ankles because he is aware of how awkward it can be for people to come face-to-face to somebody not wearing them.

Abilities: 
•Average attacking speed, but is able to keep up with opponents of speeds multiple times greater than human speeds...although his reaction time leaves a bit to be desired.
Strength roughly 2-3x peak human upper body strength.
•Very acute sense of smell and hearing.
•Phenomenal stamina. He has endured a lot of defeats over the years, resulting in a more durable body that can take quite a beating before he succumbs.
•The scales that cover his body act like natural body armor that he has grown accustomed to over the years, so it does not hinder his speed or agility. Most are difficult to penetrate, but his stomach and chest is softer than the rest of his scales (contrary to what the provided picture might imply xD).
•He has a natural, draconic resistance to toxins due to his powerful immune system. It is very difficult to poison him.
•Flight: Due to his lack of heavy clothing or additional armor, he is able to fly with relative ease through use of his wings. He can sometimes have difficulty wielding his large sword and balancing himself in the air at the same time, however, so he prefers taking to the skies only as an escape effort or travel method.
•Swordsmanship: While he is by no means a master swordsman, he does wield a bade with expertise. He always keeps his Dragon's Claw sword with him at all times.
•Fire Affinity: He is a fire dragon. He has spent a long time mastering his command over flames, which has earned him his surname. He can utilize flames however he can creatively think it up. However, the flames must originate either from his hands or in his body and expelled through the mouth. He is also slightly resistant to frost-based attacks. He can still be potentially frozen, but he is able to free himself in a matter of seconds.

Weaknesses:
•His strength comes at the cost of his lacking skill and reaction time. These are no better than a talented human swordsman.
•Water: due to his fire affinity, he has a striking weakness to water. He takes more damage from water-based attacks and he is not a very capable swimmer.
•Hot-headed: He is very easily angered and is rather easy to manipulate as a result. Most of all, he can't stand being embarrassed in battle and taunting is especially effective.
•Intelligence: He is not the sharpest knife in the drawer. He can quite easily fall for clever tricks and ruses, even to the point of letting his guard down when he thinks he has a clear advantage

Weapon:
Apart from his own hand-to-hand abilities and magical skills, his only weapon of choice is that of his Dragon's Claw sword. It is a very large blade, one that would require two-handed grip for even a physically powerful human to wield. However, he wields it like a human swordsman wields a one-handed weapon. The sword is 180 cm in length from the bottom of the hilt to the tip of the blade and weighs ~4-5 kg. The Dragon's Claw is made out of special material that does not dull nor tarnish, no matter how much it is used and cannot be broken by normal means. This material also allows him to transfer his fire through the blade of the sword and release fire attacks from its tip as though they were from his hand.

Personality: He is quite arrogant and stubborn, always thinking himself the strongest there is, despite consistent losses. However, he can have great respect for any who prove their strength to him through combat...but only if they show that they deserve it. As long as his opponent is not the type to pick on weaklings or the innocent or take the cowardly approach who will do anything to win or anything along those lines, he can usually bring himself to respect them. He also has a soft spot for those that are weak but want to become strong...as he was always that way growing up. He prefers fighting in simple, one on one combat as there is very little room for error in determining which of the combatants is truly the strongest...and there is nobody else to get in the way. He has a strong sense of justice and will fight anybody that he discovers is committing wrongdoings.
