Whether there will be NPC nations or not I haven't decided yet, but for NPC powers like that. Yes I control them, typically with randomly generated events based on a nations traits.

If a nation has "Fair Law", but "Dangerous Cults" then random events involving attacks etc by the dangerous cult would be much more frequent than normal. And Bandit raids less. as an example.
