Well, Frank occasionally eats people, being a werewolf and all. He looks down on humanity and has casually killed people for no real reason. He'll involve himself in paranormal wars. Basically, he's not actively malevolent, but has a short temper and shouldn't be crossed. If buttered up, he might even be an ally.

As far as Argus goes, I was thinking he focuses mainly on his base of operations in the Southwest, so he'd know most of them (wasn't one of the League founders based out of Albuquerque?), in addition to some of the better known ones. Let's say Zenith and Olympia, plus whoever else of the League and other NPCs you think it might be appropriate for. He is very, very good at surveillance.
