As Wolf says, Thor is perfect lighting element GF and there's plenty of ways for him to electrocute the hell out of things XD As for his junctions and such, try looking at canon electric GFs/summons. Quetzacotl (can't spell that for shit) had very balanced Junctions, but only started out with Magic. Thor could have Strength initially and then learn more over time (which all GFs will do btw).
The Limit Break can be anything really. Anything that your character might do when they really flip out; going on a Zell-style rampage of kicking attacks sounds reasonable.
As for the bio, well just take your time. It doesn't need to be anything too detailed, just where she came from, maybe a bit of how well she did in her studies etc. Nothing too major and not all characters need to have amazingly detailed histories. Hell, maybe Ciel's just a regular Taekwondo girl from Balamb /shrug
