 I, the Holy Emperor of Japan, descended from the Goddess Amaterasu hereby declare this new century one of growth for the glorious peoples of Japan. 

It is the intent of the Empire of Japan to, through self-enlightenment, achieve greatness in modern world. And to do so, I, the Holy Emperor of Japan do declare the following Treaties to be Ratified and for the betterment of the Japanese People. We wish to magnanimously and graciously accept the benevolence of the British and German Empires.

[b]Article I. [/b]The signatories open their ports to one another. In all ports, the nationals of both nations have the right to lease Ground and Purchase the Buildings Thereon, and May Erect Dwellings and Warehouses. All purchases on foreign soil are to be non-military in nature.
[b]Article II.[/b] The signatories abolish tariffs and trade taxes between their nations.
[b]Article III.[/b] All Japanese ports are open to German ships for the purpose of refueling and shore leave.
[b]Article III.[/b] The Nation of Germany agrees to send military, economic, industrial, educational, and industrial advisors to assist in the modernization of Japan.
[b]Article IV.[/b] The Signatories agreed to a non-aggression pact.
[b]Article V:[/b] The treaty is to remain in effect for five years at which time both nations must give a one year notice if they wish to renew, edit, or nullify the Treaty.

[b]Article I:[/b] The High Contracting parties, having mutually recognized the independence of China and Korea, declare themselves to be entirely uninfluenced by aggressive tendencies in either country, having in view, however, their special interests, of which those of Great Britain relate principally to China, whilst Japan, in addition to the interests which she possesses in China, is interested in a peculiar degree, politically as well as commercially and industrially in Korea, the High Contracting parties recognize that it will be admissible for either of them to take such measures as may be indispensable in order to safeguard those interests if threatened either by the aggressive action of any other Power, or by disturbances arising in China or Korea, and necessitating the intervention of either of the High Contracting parties for the protection of the lives and properties of its subjects.
[b]Article II:[/b] Declaration of non-aggression between the Japanese and British Empires and their colonies.
[b]Article III:[/b]The British and Japanese Empires agree to an exchange of goods at lowered prices. The British Empire will agree to sell raw materials to help boost the Industrialization of the Japanese Nation. The Japanese Empire, in return, will send exotic foods and goods to the British.
[b]Article IV:[/b] The British Empire will agree to send Industrial, Naval, and Army experts to Japan in order to further develop the nation.
[indent]Clause I. The British Empire shall also be willing to send a select amount of unused munitions, weaponry, artillery, and other miscellaneous military items to the Empire of Japan.
Clause II. The Japanese Empire agrees that all ports are open to the British Empire for the purpose of refueling.[/indent]

The Glorious and Herald Emperor of Japan wishes to once more thank the Nations of Britain and Germany for their obvious commitment to the growth of the Japanese Empire as we make our way beyond our glorious strength and shall see our power become eternal.

This shall be a century of Growth. One Hundred years from now, the Empire of Japan shall stand tall. One milllenia from now, the Empire of Japan shall be a towering mountain. We will stand for eternity.
