I request that the Alliance Forces converge on Peking and coordinate the suppression of the Boxer Uprising. I must also request that the Allied Fleets coordinate with the Beiyang Fleet and then converge on the Huang He River where the Boxer Uprising threatens to expand southward. It is the wishes of her Majesty and the Imperial Qing Government that the Beiyang Army spearhead this assault, and I ask that the Great Powers respect this decision, providing arms and munitions to the Beiyang Army as well as tactical analysis and support. It is my hope that alongside the Great Powers, the Beiyang Army can suppress the Boxer Uprising by the end of this year and put itself on the path to modernization. Again, I ask the Great Powers for support in this endeavors and work alongside the Beiyang Army in its efforts to restore and maintain stability within China.
