[center][img]http://i.imgur.com/JgfLLQy.gif[/img][/center] [center][b]THE LINCOLN-SEWARD RECONSTRUCTION PLAN[/b][/center] [b]Article I:[/b] All former Rebel states will be occupied by United States Army forces with a military governor serving as head of transitional state government. The military governor will be appointed by the president for an undefined period, stepping down for free state elections only when the states have met all criteria of Article II. [b]Article II:[/b] Former Rebel states will be remitted back into the Union with federal government representation in Congress when 10% of the voting citizens from that state have taken an oath of allegiance to the United States and pledge to abide by the Thirteenth Amendment. [b]Article III:[/b] All members of the Rebel government's executive, judicial, and legislative branches are hereby banned for life from ever running for public office or serving in state or federal governments. Members of the Rebel army and navy with the ranks of Brevet Colonel or Commander and higher are hereby banned for life from serving in the armies and navies of the United States of America. The aforementioned politicians and soldiers will retain their United States citizenship after they have pledged an oath of allegiance to the United States of America. [b]Article IV:[/b] A spending bill shall be passed by congress for the amount of 20,000 to rebuild Southern infrastructure and establish a system of schools, both primary and universities, to improve education for Southerners both white and negro. [b]Article V:[/b] The Fourteenth Amendment to the United States Constitution: Citizenship is granted to all former slaves, and any and all people born in the United States regardless of race are automatically granted citizenship. All rights and privileges of citizenship are granted to former slaves and they equal in the eyes of the laws of the Constitution. [b]Article VI:[/b] The Fifteenth Amendment to the United States Constitution: It is against the laws of this nation to deny a citizen the right to vote based on their race, color, or previous condition of servitude. All former slave men are hereby granted the right to vote. [b]Article VII:[/b] A new federal agency, The Bureau of Refugees, Freedmen, and Abandoned Lands, is hereby established to assist all freedmen as they transition from slavery to citizenship and freedom. [b]Article IX:[/b] The Negro Homestead Act: All negroes, newly freed or otherwise, will be allowed to purchase grants of land in the Colorado, New Mexico, Washington, Columbia, and Nebraska Territories for the purpose of establishing themselves as independent farmers.
