With the worst of our domestic troubles seemingly behind us, President Lincoln has ordered that I head a small delegation representing the United States at the Pan-American Conference. I call on all free American nations, North and South, to send delegates to the conference. Europe has been beset with squabbling and warfare for over a thousand years, a trend that we see continuing to this day. The Old World has had its chance, It is now up to the New World to set an example of international diplomacy and cooperation that will last through the ages.
