What do you mean? Am I limiting the number of players on each side? No. I am also not forcing anybody to work together, or even team up. There's no sense in forcing people to choose a side they don't want to be on, especially if there really isn't going to be much point in partnering up (besides maybe the white souls helping one another, or black souls massing to overpower others.). 

Yes, there will be a breakdown of riots and violence, and police/military action. There will also be supernatural forces outside humanity's grasp that cannot touch the sword, but will try to affect humanity with their own power. There will be a few major players on the table, both human and not.
