Originally, the Empire had been a large grouping of regiments all devoted to guarding the sector against the ever increasing number of threats, given the sectors partial importance with its self-sufficience. A Tyrannid threat had actually emerged and taken one of the planets, sucking it dry of resources. However, once the Emperor was slain, both the Tyrannids were slain and they were locked off for awhile. Spending time infighting, the Empire nearly never formed, until a central agreement was reached. Man was better than this. Rather than continue bickering, the sector was quickly strengthened and the navy re-established as a force to be reckoned with.

Having spent some years recruiting from the hive world, training on the dead world in the sector, a massive new army has formed up to continue expansion and to reunite the galaxy under a single banner. To form the ruling office, it was decided that leaders of the Civilian Sector and the Military Sector would vote together to elect a single individual who best represented their combined interests. Given the duality of those voting, corruption is nearly impossible to achieve.
