You don't really need metaphysics or wild numbers to balance this RP. The Naturalists could use the same anti-tank rifles as the technocrats. But the Naturalists may not use the same chemical defoliants or napalm as the technocrats. What they do instead is become asymmetric and a boogy man. There's no -cide for a ghost. Dump some white powder in the mail and people stop using the post, or the trains, or whatever. And you use arsenic: harmless to plants but deadly to humans.

Then when the faceless people kill our faced people we feel in danger and feel our kin are in danger so we withdraw. It's what we did with 'Nam, and with Iraq. We lost 23 year olds from Iowa, and we know them and love them more than we hate the people with the scarves covering their face we want out. And then we got a more complex social framework any one side can take control of.
