I think we could do a little bit of both. I don't think it should be entirely wooded because Katniss just did that, and the Quarter Quell needs to be big and impressive anyway. I had a pretty fun idea for a swamp arena a while ago that I never got to use. And I was also toying around with the idea of an asylum, or possibly a mine shaft, just something where everyone is trapped inside, along with already being trapped in the arena.

I would think Haymitch would know most of the plan, but Peeta would know everything and it would be up to Haymitch to really guide everything along. I think it might go a little faster since he knows all the other victors, and will be able to get people on their side easily. It's not just the hurdles with Katniss anymore. Snow sending someone to infiltrate would be fun to play with too.
