EMP is practically useless against anything which was deigned to have a remotely decent but all-around protection against energy weapons.
Then you have the inverse square law which makes it massively inefficient against anything that isn't right next to the pulse.
By far EMP is one of the worst choices to take down a considerably advanced robotic civilization.
