The failures of the ruling regime in China to preserve peace and order in the country display a distinct lack of respect for orderly conduct in the society of the Qing. It is the position of the government of the United Kingdoms of Sweden and Norway that the Qing Empire, were it fully dedicated to the cause, would be capable of restoring order to the country and suppressing the Boxers of their own accord. The inability of the Qing to act with due care and attention, however, compels the nations of the Christian world to act, both in their own defence and to prevent a total collapse of the structure of society in the Chinese interior. Sweden and Norway are fully in support of the actions declared to be undertaken by our neighbour Russia to suppress the Boxer Rebellion and restore peace and prosperity to the Chinese people. Our support, as well, extends to London, and to the governments of any countries so empowered as to have the ability to assist in the intervention of the international coalition in China. International assistance is essential to end the conflict in China swiftly, and to ensure a lasting peace in which relations between the Orient and the nations of the western world can continue to grow and prosper, to the betterment of both parties.
