It's a great sheet but there are a few minor issues. 1. I'm not exactly sure what the extent of his powers are. Can he control wind, electricity, and such with the fine control of an aerokinetic or electrokinetic? Or is it just a general effect of his weather powers? It should be the latter otherwise that would make him too powerful over people like say Volt. 2. I don't think Syria ever engaged in that kind of activity against America, at least not to my knowledge and everything pre-2012 remains intact in history. 3. In a war-torn region like Syria there will probably be butt-loads more metahumans than just a few dozen. A person can be awakened by a lot of things and all the trauma of war might even breed more metahumans per capita than in the US. And being where historical Mesopotamia used to be, there would probably be some supernaturals as well. 4. Right now it's pretty difficult for anyone to be an American Citizen much less a former military operative who is a metahuman from an estranged nation like Syria. If he's in America he's probably not there legally. A lot of superhumans have being fleeing to the country because of violence abroad but someone with his background would have much of a harder time of it.
