Essentially aside from the old man who was napping, and the three that were left to help out if customers came, the bar doesn't have many if any people. I'm sure those three wouldn't have left though even for the bomb considering there was a crap load of others who could attend to the situation and leaving would have meant disobeying the King. But one or two of them could have gone.
