It's not a lot when not Shifted. Lily, for example, would have a higher agility, be faster, and able to weave small illusions, but nothing big or extremely convincing. Your alice, for example, would be a bit stronger and faster, as well as tougher, but nowhere near what she is when Shifted. She wouldn't be able to fly nor really use her "Boosting" magic. 

I'd say that Non-Shifted = 5% of your Shifted power. You're still notably stronger than a normal human, but you get much, much more powerful when you Shift.
