That aside, my idea is this; Shinka first applies a layer of his chakra to whatever he wants to coat. The Storm chakra would then 'stick' to the normal chakra layer (which is also doubling as protection against the Storm chakra.)

While half of the cannon Storm Release Jutsus (read; one) indeed looks like a laser, I personally think that's just it; that it [i]looks[/i] like a laser. The wiki describes it as 'electricity which flow like water' which is what I'm basing all of my Storm jutsu on. So my thought is that if electricity could be focused into a stream, like water, it would look like a laser beam. At least that's what I think
