This is very much a work in progress but I want to get the beginning up so I have the claim while I continue working.
Plane: Iíoá Yuávíór

Name: Evarast, Radiant Arbiter Type: Ascended Neverborn Spirit Appearance: Evarast is a bright spectral being that glows with an otherworldly light. His form is at least to a certain degree transparent and things can be seen through him, though faintly and in a distorted fashion. His form is one that speaks of male beauty, his skin is flawless, his face and features perfectly even, his hair is long and white, and like the rest of him spectral and partially see through as well as radiant. His clothing is ornate and delicate, clearly being the work of a substantial degree of effort to craft. Voluminous sleeves hang from his arms and the main body of the robes have countless intricate layers of diaphanous cloth. Evarast's head is adorned with a spectral crown with spines that rise up into the air around his head and which radiate that same light as the rest of his form. From his back hangs a mantle/cape that fans out wide behind his body. This mantle/cape is of variable nature and can often split and take on the form of wings, spectral and bright like the rest of his form. His height is variable and he can appear to be the size of mere human, as well as towering over them at 8 or 9 feet in height. At least that is the form that Evarast prefers to take. The other form of Evarast is one that is far less pleasant to behold. He still glows with otherworldly light but the light is a sickly blue and a shadowy fog swirls around his person as well. His body is gaunt and almost skeletal with his skin pulled tight over his bones. In this form he is a figure of dread and unliving majesty. He still possesses his crown and his clothing remains ornate and impressive, however both his crown and clothing appear faded and decayed much in the same way that his body in this form. This form is the current true form of Evarast and it is to this form that he will eventually revert without infusions of certain forms of energy. Personality and Drive: Evarast is a being driven by several goals. He is a being that views order and law as essential. He cannot abide chaos and disorder, finding them to be the greatest scourges upon any and all planes. He has a burning desire to impose law and order, his law and order upon all the planes and to reshape them in his perfect image. Evarast is also driven by his own hunger, at this time his nature is that of one of the Neverborn, spiritual wraiths and vampiric beings that have never truly known life. As one of these beings he hungers for souls and power both to sustain himself and he hopes to change and remake the world. Evarast is an embodiment of his own code of law and order, a harbinger of a harsh form of justice and one who rewards those who obey the laws. He will only strike against those who violate the laws. However this does not make him good, his law codes are strict and draconian, he has no concept of such things as mercy or pity, and will never bend. History: Evarast's true origins are unknown and the subject of much speculation for while he is in many ways one of the Neverborn he also possesses traits and ambitions that no other Neverborn was known to possess. The first anyone knew of the being known as Evarast was eons ago in Iíoá Yuávíór. Amid the endless squabbling for souls as the Neverborn hunted the faded remnants of humans and other beings that had ended up in the lands after death the antics of one particular Neverborn had gone unnoticed. Unlike the others this being, who would come to call himself Evarast was fascinated with the great network of conduits that carried the concentrated essence of countless millions of souls. Where others fought for scraps, lording it over pieces of territory and claiming those few souls that appeared in their meager lands Evarast studied the conduits with hunger, seeking a way to access them. Exactly how long this process took, and how long ago it occurred is uncertain for time is a funny and fluid thing in Iíoá Yuávíór but in the end this being did find a way. Somehow he ruptured one of the conduits and as the great river of souls that flowed upwards into the sky sputtered he bathed in and consumed the souls of millions of beings. The sputtering of the great river of souls was what drew the attention of his fellows and many of the Neverborn were drawn to the broken conduit. Driven to a frenzy as seemingly limitless souls poured forth the other Neverborn began to fight among themselves to be the only being to possess the power, not realizing that one had already entered the conduit itself. Not until the others had exhausted themselves and expended much of their energy in battles against each other did Evarast emerge from within the broken conduit. He had been changed by it, no longer was his form haggard and gaunt, half decaying and reeking of death, instead he now was radiant and powerful. He declared that a new age had dawned, that a new order would be born, and that he would now rule. Some of his kind objected to this statement and where promptly destroyed, their very souls ripped out and used before the eyes of the other stunned Neverborn to forge a throne upon which the radiant Evarast now sat. This was the beginning of his rule. Armaments: Lothloris- A spear born of pure soul energy, forged from millions of souls drawn from within the conduits that flow throughout Iíoá Yuávíór along with shards of the conduit itself and tempered by the souls of unfaithful Neverborn. Lothloris is a weapon that looks to have been made from crystallized light. It is a weapon that inflicts wounds on both the body and the soul with equal ease and because of this strikes both corporeal and incorporeal beings with equal ease. Also due to it's nature as a weapon forged from souls Lothloris can be either corporeal or incorporeal as its user wills it to be. Many have expected their shields and armor to protect them only to find the spear of Evarast piercing clean through them. Even attempts to parry Lothloris often fail for it takes a weapon with similar properties to even touch it. Those not immediately slain by a blow from Lothloris have seeds of light planted within them that grow and burn away at both body and soul. Further Evarast has been known to extremely frequently use Lothloris to channel great eruptions of light drawn from souls and as such is clearly a catalyst. Less well known is the fact that Lothloris is actually a direct link to the conduits and that through his spear Evarast can directly draw upon them for power. Abilities: Passive Abilities- Like all Neverborn Evarast is not a primarily physical being. Instead he is a being made up primarily of souls and spirits. He is primarily incorporeal and as such cannot truly be harmed by purely physical weapons. It is possible to disrupt his form like all Neverborn, for example rolling a boulder through his form would cause a momentary disturbance as his body reformed but swinging a sword of shooting arrows at him will do nothing save pass through him and perhaps slightly disrupt his appearance unless they are magically prepared to strike at incorporeal beings. Also like all Neverborn Evarast has the innate ability to consume souls to increase his own power and heal himself if damage is dealt to him. Also like all Neverborn Evarast is capable of making his body physical when he wishes for it to be and is capable of striking at the souls of beings even while incorporeal. He can naturally channel soul energy and manipulate the light that comes from souls like all Neverborn, though his level of power and expertise with these skills is far greater than any other Neverborn. Active Abilities- Final Judgement- Evarast has the ability to rip out the souls of beings and actively twist and manipulate them into whatever he desires. This power is frequently used to punish those who have violated his laws and codes. He uses them as building blocks and for other purposes, like adding their souls to Lothloris. This power typically spells the end for any being that he wishes to slay with it. It will only affect another lord if the lord is willing or greatly weakened. Soul Burst- Evarast can actually destroy souls and utilize the energy that comes with their destruction as a weapon. Similarly to Final Judgement where the souls used are those who have violated his laws and contracts the fodder used to produce this energy is also drawn from those who violate his laws and codes. The destruction of a soul unleashes torrents of blinding and burning light for a short period of time. The light is so intense and powerful that most creatures of darkness who would be damaged by the sun are outright destroyed by it. Radiance- Drawing on the power of millions of souls Evarast can call forth light around himself with an intensity that exceeds that of the sun. His aura of light is frequently used to counter opponents who attempt to do the opposite such as drowning an area in shadows and darkness. Infusion- Evarast can infuse others with additional souls, increasing their power and altering them to his liking. This is mostly done to willing individuals as a reward, but could also be concievably used as a weapon to overload another and force them to self destruct due to an extreme excess of energy.

Name: The Evarraelm Type: The Evarraelm is a portion of Iíoá Yuávíór that is slowly being built over by the will of Evarast. Brick by brick, soul by soul he is forging something new within the plane. Iíoá Yuávíór is a realm of death where nothing truly lives and the Evarraelm is no different in truth, only different in appearance. At this point the Evarraelm encompasses only a small area, but within the area is something startlingly idyllic. There is an illusion of life there, grass grows, so do trees, and other things. But in truth these things are not living, rather tortured souls brutalized and reshaped until they are little more than the bricks and mortar for Evarast's grand undertaking. Description: The Evarraelm is not vast, in the grand scheme of things it is barely a blip upon the surface of Iíoá Yuávíór. The Evarraelm begins to be noticeable as different from the rest of the plane as one approaches it. There is what seems to be life in a lifeless world, grass poking up through cracks, slightly less withered and twisted trees, even the light seems to change losing some of its bluish tint and becoming a more pure white. The Evarraelm proper is protected by great white walls that loom high into the sky. Worked into the structure of the walls are carvings that depict the glory of Evarast, which makes sense given it was by his power that the walls were built and shaped. The walls are manned by shining sentinels, beings that appear almost angelic, but that are in fact others among the Neverborn who Evarast has bestowed gifts of additional souls upon allowing them to transcend their natural forms. Within the walls is a scene that would be more fitting in what men would consider heaven. It is idyllic and green, lush and seemingly living, a tiny oasis in the midst of the soul starved land of Iíoá Yuávíór. And also at the very center of this idyllic garden grown from tortured souls is a great white domed building. Within this building is a single massive chamber in which Evarast holds court. In the very center of this great chamber is a pool from which endless streams of white light and wisps of power rise. In front of this endless bubbling spring of souls sits the throne of Evarast, the place from which he reigns.

Name: The Radiant Legion Size: The Radiant Legion is not particularly large. Evarast is proud and picky, only choosing those who meet his rigid standards and discarding all others. The few who he chooses as worthy however are beings of great power for he has bestowed many souls upon them to facilitate their growth and transformation from decaying wraiths and shades into beings of light and power. Perhaps 200 in total, it is small but powerful. Hierarchy and Culture: The Radiant Legion is a small but elite force in which each member was personally chosen by Evarast to serve him. He is the ultimate commander of the legion and for the most part no other among them has a real rank of command, a thing largely possible due to the extremely small size of his forces. However there is one being among them, the first to pledge her fealty to him and who has shown the most devotion to her lord. Vilvia, the de-facto second in command of the Radiant Legion. She is a being who like Evarast has nearly completely transcended Neverborn origins through his favor and power. Below Evarast and Vilvia are the other members who have been fed souls and enhanced as well to the point where they too have taken on angelic forms. Typically they follow Evarast because they believe in his vision of order and law. His rule is not one of fear or terror, his is one built on a foundation of honor and law. With Evarast you know exactly where you stand and how you will be treated, for he never violates his own laws. History: The Radiant Legion was founded upon the very day that Evarast transformed by the power of millions of souls emerged from the wreckage of one of the great conduits. While some resisted his ascension to power many others swore loyalty to him and attempted to join his cause. Ultimately most of those who attempted to join him would be found wanting over time, failing to uphold his laws and obey but there were some who were able to learn the rigid codes and uphold them, and over time a trickle of those who could actually meet his standards arrived and slowly the Radiant Legion has grown. To Evarast it is not about numbers or sheer power, to Evarast his forces must be those who embody the law and all else is secondary. Military Capabilities: (Can I be accepted without this for the moment? I am still trying to figure it out.) Warcry: By His Light!
