Perhaps there is room for a supra-national but infantile organization that promotes the worship of the Old Kingdom who are beginning to hoard relics in response to the Order of Idris, stemming from the Empire of Kalesia? The new order could emphasize worship of the ones who ruled/lived in the Old Kingdom over the relics, holding them as gods?

They would have small areas of influence in Northern Othea, where the local lords have been swayed by their missionaries (or the promised taxes), who have since been permitted to set up little, occasional churches.
