Well, I wasn't completely sure where the RP is at, so I just put that as a broad term. I just meant to bring them up to par with the average of the world, though with maybe a slightly more advanced navy, since it would be really easy for them to observe Chinese warships and use them as a base when making their own. 

Japan doesn't really need to have jet tech asap, especially since I just took the nation out of isolation again.
