Apparently, he can do pretty much anything to their body for a fraction of a second. Vordak, you mention that having it affect only the portion of the body that it strikes would force you to adapt to the situation, but what's wrong with that? If you have it the other way around, where it isn't a projectile and it affects the body as a whole, you could just keep spamming it at your target until its PGing for them NOT to succumb (preventing them from counter-attacking in the meanwhile due to having to fight this off every half second or so), then paralyze them and walk up to rip their throat out. It's just as much of a guaranteed kill as your pyromancy ability was, if not more. The amount of things it can do, combined with the very distinct lack of drawbacks or time constraints, makes it OP even for a tier 7, in my opinion. LeeRoy's constraints prevent the ability from being outrageously overpowered, though personally I would also argue that it should have a recharge time after each use, to prevent the spamming scenario mentioned above (perhaps a cooldown equal to the charging time would be appropriate, given the hugely powerful potential of the ability).
