Technology is something i'm going to try to play around with a little bit. The pre-Hail world could be considered more [i]and[/i] less advanced than us. 

Contemporary firearms will be EXTREMELY rare, and almost exclusively carried by DERB soldiers. Before the Hail, the government regulated firearms heavily. Non-lethal and melee weapons may be a bit more common though, since 1) they were more common before the Hail and 2) People are unable to enter old urban areas anymore. Unless they have a good reason to carry something bigger, no one will start with anything bigger than a revolver.

Other technology would be stuff you'd imagine within the next ten to twenty years of our future. I don't want to limit you guys too much, but also keep in mind that most networking would be down.

Therefore, equipment will be primarily for survival purposes, but everyone can carry unique gadgets of some sort, as long as they're approved.
