No they wouldn't keep a record of any of it, the Holy Grail War is so irrelevant and backwater they wouldn't waste the space that it'd take to keep records. If there are any records at all, they're with the Kotomine family, not the Holy Church. Literally everything is handled by them except cover ups; the Church really doesn't care. There's also the fact half the records aren't accurate because they've been rewritten to favor the Tokiomi's, and Kotomine probably fucked with them to benefit his own needs.

And Sion is good enough to instantly become Vice Director and surpass Zepia(Who can solo most of this RP without TATARI) in the use of Etherlite.
