People gotta have their ftl. Just make it impossible inside a star system. Too hard to measure distance without a star map to reference time etc etc. 

Thatd solve alot of problems. A legit map and then distance could be determined by a simple method..

A simple unit of measure for the amount of time from point a to point b of that unit.

Think of a mile marker. Thatd solve the speed and distance situation right there. But it'd require a map
