A collab written by Lillydove and Alice. -------------------------------- Summary :[/b] Katsumi and Asami both look and arrange the matters about the new civil system that will be used within the lands of the Cloud and her vassals. Both discuss and think about what the best way to approach the situation and potential problems.[/center][/i] --------------------------------- [hider=Arrangements] Sitting behind the nice wooden desk she sighed, a bit anxious about the meeting and what it all meant. Meeting with the Raikage Assisstant, it seemed a bit strange and yet it made sense to her, Lady Asami probably wanted to go more in dept about the plan. There was a soft cluck sound from one of her owls, Dai, who was casually perched on the built on perch in the office. Fuyu, the other owl was asleep on the other one, not caring to socialize with Dai. [b]"I expect the two of you will be silent in the meeting?"[/b] Katsumi asked the owls. A series of quiet sounds was her answer, not that she needed to make sure of anything as themay did not speak with any other humans. Nodding, she stared at the door blankly and waited for Lady Asami to arrive. Walking towards the office of the guard commander with some papers folded underneath her right arm, Asami wasn't in any particular bad mood. Today she would just have a meeting with the Guard commander. Thinking about it, she wasn't sure if she had met the newly appointed commander, but that didn't matter for today. All that did was to try to create a plan on how to deal with the order of the Raikage. And for that, Asami thought the police force would be the best asset to help in. Approaching the door, Asami raised her right hand as a fist and knocked on the door. Her eyes narrowed at the knock on the door, before going back to their relatively blank look. Getting up, she calmly walked over to the door and openned it, seeing Lady Asami at the door, she gave a nod. [b]"Glad you could make it,"[/b] Katsumi said. Gesturing towards the seat that was on the other side of the desk, while she walked back over to seat behind the desk. Reaching for some paper and a pen, she prepard to take notes on the plan. [b]"Please, have a seat. It is nice to meet you, Lady Asami,"[/b] she said, her owl companions just watched in silence, staring at the Raikage Assisstant. Entering the office, Asami quickly eyed the woman. No, she never had met this woman. Closing the door behind her, Asami made a small bow. [b]''Thank you. It is nice to meet as well, Lady Katsumi.''[/b] Saying it with a rather polite tone, Asami would take the offered seat. Placing the papers on the desk in front of her, Asami threw a quick glance towards the owls. Deciding to not make a comment as she wasn't that big fan of many animals, Asami decided to start about the plan. [b]''I thank you for having me on such a short notice. Hope it won't be a bother. Have you received some of the plans already?''[/b] Nodding at the greeting, she observed how Lady Asami carried herself and thought it was a rather confident way. She also liked the title of respect that she used with her name, although, she did not say anthing for it. Katsumi noticed her glance towards her owls, was she perhaps uncomfortable with them? [b]"Vaguely, I have vaguely gotten some intell. I am sure our meeting will shine some light on it though,"[/b] Katsumi said, tapping her pen on the paper in front of her and glancing at the papers Asami had brought with her. [b]''I hope so too. The plan I right now have is that the production of the tags that every civilian of Kumogakure and the Lightning country should be wearing should be finished within two weeks.''[/b] Asami started. She would lean forward to shove and turn the papers so that Katsumi could read them more easily. [b]''The pain is however to spread it and make sure that everybody that is a civilian of the country get registered. I thought that you and your police division could be of great help to monitor and aid the spread of the system.''[/b] Pauzing and leaning back in her seat, Asami would wait to see what Katsumi would think of the suggestion. [b]"That is assuming that they will all agree to wearing the tags, if they do not agree then are you planning on asking for my assisstance in getting them to abide by the new system? I imagine that some will not take it too kindly,"[/b] Katsumi said. In her mind, it would be better if they were first given the option instead of ordered, less harsh that way. [b]"What is your idea for disturbuting them?"[/b] she asked, Dai seemed to begin to lean in towards them at this comment. [b]''Those who won't take it kindly will then need to convinced. I haven't been told on how, but I suspect that if they stand in the way of the security of the country that we should teach them that it is quite important.''[/b] Asami thought about it and then shrugged lightly. [b]''I suppose that some might need to learn it in a violent way. Some people just can't learn it in any other way.''[/b] Thinking about it, Asami would suspect that some would need a good hit on their head before they would understand that it was crucial to work with the system. [b]''The plan to distribute them was to try to find the busy local places and then to approach people. However, with the police force, I think it might be better to visit districts of places and then introduce them to the system. It might take long, but at least we can do it piece by piece and try to make it accurate as possible.''[/b] Asami said, crossing her legs. [b]"If that is how you plan on distributing the tags then I think it will go smoothly to an extent. Those who are a problem will need to be dealt with privately, to not frighten the citizens. We would also need to find the best Sensory Ninja and have them begin working on tags. Maybe present the system in a positive light?"[/b] Katsumi asked politely. She glanced at her owl companions breifly before looking back to Asami. The two owls seemed to be leaning forwards as if they wanted to listen in. Though Fuyu was a little more than Dai was on the perch but both equally interested. [b]''Yes, that sounds good.''[/b] Asami said, thinking about it. Always there would be people who would somehow turn it into a bad light. Thinking about it, doing it secretly to deal with the troubelmakers would be something she prefered as well. Perhaps just silence them by ordering them to do something else or making sure that nobody would start to wonder about those 'doomsayers'. [b]''Then I think that we'll just need to dispatch the orders and be done with it?''[/b] [b]"Yes, I think that is where we go from here,"[/b] Katsumi said. She kept her tone formal and polite but made sure it was void of any emotion. Katsumi was wondering how the citizens will take to the new system. Would they fight it or accept it? Either way, she would keep her eyes open and her police force informed. [b]"Is there any other subject you would like to discuss?"[/b] she asked. Thinking about it, Asami wasn't yet known with Katsumi and for some reason she was interested into knowing the woman. Then again, she decided it would turn in time if she would be somebody she could count as useful ally or somebody who she would despise. Glancing at the owls, she made a mental note that the woman had a plus with the fact she had birds. Though unlike her summoning, they were owls. [b]''I guess that this is it for now. Unless you have something to discuss now, then I would like to wish you a good day and hope we'll keep each other up to date about the situation.''[/b] At the glance, Fuyu leaned forwards and stared at Asami with a certain degree of interest before ruffling her fathers, she flew over to the desk without a sound. Katsumi looked to Asami with the same neutral expression as her hand reached to stroke her owl companions beak and then said [b]"I do not have anything else, if I have news for you I will send one of my summons."[/b] Fuyu made a soft chuff sound and then flew back to Dai who was glaring at the Lady Asami. Raising herself from the seat, Asami nodded. [b]''That sounds good. It was a pleasure arranging this with you, Katsumi. I bid you a good day.''[/b] With another nod, Asami would turn on her heels and walk out of the Guard commander's office. Closing the door behind her, Asami was content. The woman was from what she could consider decent and not somebody was whacky as Waki. While she would head back to her own office to prepare some paperwork in order to make the plan happen, Asami started to wonder about something else.[/hider]
