I was going to suggest that the Courier chose the 'Independence' Ending, and that the scandal caused by the NCR's loss led to the impeachment of its current leader and a victory for the less corrupt - and thus less tainted by the shame of defeat - factions of the NCR.

Also, as for the Enclave, it's hinted that they still have a cell in Chicago. Speaking of Chicago, how much of Fallout Tactics' canon shall we keep? The developers said it's Canon in Broad Strokes.
