I mean you're right though that it could work well for Capaldi. Especially with that whole "am I a good man" running theme. But like... yeeaaah still terrifying. XD It would be a [i]good[/i] terrifying but... yeah.

As for why they never brought the Valeyard back, it was probably just because the series was cancelled only a couple years later. *shrugs*
