The problem basically is you guys have no conflicts or objectives. Is there anything to work towards? Usually the town being in some kind of peril like urban developments or something is a common plot point, or that the luster of the town is gone and needs to be restored.

Otherwise, you'll need selfish motivations for your characters to keep the RP going, and playing out those interactions instead. As in, make your character not as your avatar, but as a fully functional person who can think and act for themselves.
