Need: 
~Essentially no way to exact very harsh peace terms on opponents on the continents or defend continental allies. Blockade, sure. The army, while capable of punitive expeditions, is basically a glorified marine corps.
~No political will to spend money making a good enough army. Navy sucks the budget.
~Lacks the population to field a seven million man army. Must in general look to quality over quantity.


Means:
~Wealthy, densely industrialized
 advanced country. (This comes to play in how complicated enrichment is)

Materials:
~Lots of land to find Uranium.
