The 'plan' was mostly for people to gather at the Tavern so everyone could have a chance to interact with people they didn't recognize, or else briefly conspire with those they did.

However, so far it seems that the only people who will Recognize one another are Kuro and Helen and likely Helen and Eli. Other than that, Kuro _knows_ Eli and Adonai, although he has never spoken with either - at least, not enough that either would likely remember him personally. 

So unless stuff happens that we cannot anticipate once everyone is in the room, it might be expedient to just trigger the plot there. For what's it's worth, now that Kuro has noticed Eli's summoned spirit, he will definitely talk with Ryza at the soonest convenience - and will attempt to do so before Shreckt (for reasons that will become apparent in my next post).
