Depends on the character. They may be commanders or just elite soldiers following orders, depending on their personality and the level of might equals authority that their faction employs. I don't know to what extent those on the island might be receiving orders from the mainland, which would affect the power hierarchy, so we'll have to ask Nobody that.

Leo is probably a field commander or such, cause i imagine the forces of Whiel Cattan have a tendency of following the largest and fiercest animals, like lions. But he would get orders from higher up as well, i'm sure.
