According to the EnA handbook, you can be literally anything, as long as you're sentient and have a way to get around (that's not written, but it's implied if you want to actually do anything in a game...). So shatter expectations! Be a wizard who's hidden his magic for the sake of not wanting to stir up trouble. Be an elf. Hell, be a North Pole elf, it doesn't really matter. :magnum The only thing you can't be are the pre-specified NPCs (like Sarkkus or the king in this story).

I'm not sure what you mean by tech level, though. Can you explain real quick for me?
