I think instead of 3 shots, it should be like a musket needing to reload after each shot, since the technology is so new and probably finicky. How you described reloading sounds like a perfect flaw (rolling to reload and needing to take more turns if you fail) for that because a gun, if it hits its mark, would be pretty powerful in this world. Does that sound fair?
