The Will of the Book of Darkness, AKA Reinforce Eins. The sentient control program of an ancient magical artifact that regularly destroys planets if left unchecked.

She's actually pretty cool, because "world destroying" isn't her proper job, the Book is just supposed to be a harmless spell library. But some asshole in ancient times corrupted her into a magical WMD and she has no choice but to carry out the instructions of either whatever tool is her master at the time or her overzealous and trigger-happy defense program.

I [i]think[/i] she's the most powerful character in the nanoha universe? Maybe? Some of the Saint Kings or the unbridled bullshit that are Dividers might count too.
