Vres received her equipment from her own people, not the Kingdom. They're not a protectorate nor a subject species, but more like a sizable alliance of chiefdoms that rent out a percentage of their respected space forces to suitable buyers in exchange for partial (or full) looting rights.

The limitation on alien ship sizes, at least from my POV, seems arbitrary. 

I must've missed the bit on HSR4s, however.
