What I am trying to say is that the Kingdom may not even want to risk putting someone so openly anti-alien in such a position of power. They need to be somewhat discreet by maintaining at the very least the illusion that aliens are cared for by the Kingdom.

Maybe if he were less radical, and more just sympathetic to One Voice. If he does have radical views, he'd probably be best keeping them secret. It's better for his career, and for the Kingdom's image.
