Well I don't know what they did in the second son game but weren't relays, blast cores and shards kinda unique to Cole? Especially the relays? Also I'd imagine the DUP would have had some effort to take those and avoid another potentially unstoppable powerhouse like Cole. 

Again though, I don't know the second son game and don't want spoilers (I will play it eventually XP) so what I have to say may be less valid.
