Okay, just a curiosity. I think that CTU should still have access to the DUP's tech,just not the amount of funding and power, since they are just a water-downed version of them, and the blast shards can still be found if they are still using the Conduit tracker drones. Relays are like more powerful versions of the drones, ale to help pinpoint locations of conduit activity, but have to be heavily protected as they now know Conduits will likely come for them to try and get a quick power bonus.
