If it isn't absolutely necessary for it to be its own planet, you may just want to say your character is from Plentiful Dawn. 

Or do your own thing, I don't mind. Just saying, it's very, very close to the same thing. I was even thinking Plentiful Dawn would be ruled by an Admiralty, but didn't mention it.
