Well, you had the idea before me, so I won't presume to push it, but here's a few suggestions:

1. That Plentiful Dawn was at least heavily fortified prior to the fall, if not founded for the purpose of being a military base. I think the high-tech fortifications that implies makes the thousand year survival of the bastion make a lot more sense.

2. That it also has several surrounding planets under its sphere of influence, maybe not populated, but covered in imperial ruins as well. The regime would have waxed and waned in power over a thousand years, so you'd expect to see planets with outposts and colonies set up during good years, and abandoned when the bad times came again.
