[@Terminal] My city state a truly is based off a European enlightenment culture. I do understand the names are misleading.

As for the technology concerns, Raeligo's specialties are more "idea orientued". I also understand our universities could be rivals, but as states, we have much in common. Also, I may increase/disband point limit, as some of these don't make sense. (You should be able to infinitely convert tech to wealth, wealth to military, military to culture, and culture to tech. It is actually more of a cycle that crates an endless domino effect propelled by time.)
