Persia (sorta)
Germany (if Hugs posts)

Japan (sorta)
Italy

A few nations such as China and I believe Ethiopia have some indirect dibs on other nations as an influence factor, so as such they may have largely been written up in some form by the parent nation. And other nations, like the ex-Ottoman Empire has been dabbled in cooperatively by several nations (Armenia, Persia, Ethiopia, and a bit of Spain). So keep asking.

The most untouched region is most likely South America. But that still comes with some stuff written already that you'll need to incorporate.
