I don't think the actual ruling group is made of monks, if I recall correctly. And violence by Tibetan Buddhist isn't unheard of either. And as for vegetarianism, Theravada makes a distinction between directly killing an animal and eating already dead meat.

EDIT: And Tibetan Buddhists aren't even Therevada Buddhists. They're Vajrayana (which also doesn't mandate vegetarianism).
